Downing Street, May 23, 1914. WITH reference to the letter from this Department of the 21st May, I am directed by Mr. Secretary Harcourt to request you to inform Secretary Sir Edward Grey that the Governor of Bermuda has now reported that a copy of the Opium Ordinance of that colony will be despatched by the mail leaving on the 23rd May.
2. The Ordinance should accordingly reach Mr. Harcourt by the 3rd June, and if, as he assumes will be the case, its provisions carry out the terms of the Opium Convention, it will be possible to request that the convention may be signed on behalf of Bermuda some days before the Opium Conference reassembles.
3. The consideration of the Ordinance, when received, will be expedited as much as possible.
4. I am to take this opportunity to acknowledge the receipt of your letter of the 21st May.
